REFUSES to pay it as is her obligation.

But this is just on brand for her because she was completely unprofessional and incompetent the entire way providing inaccurate and untimely information during the purchase of this house and now she's keeping money that's rightfully mine..... To be paid to the municipality for my water bill on purpose

How this lady can live with herself is a mystery to me.
